In December 2023, councillors approved the Horsham District Local Plan could proceed to the next stage of plan preparation. This is known as the Regulation 19 stage.

The Horsham District Local Plan Regulation 19 documents will be available for the public to view and comment on from 9am 19 January to 5pm, Friday 1 March 2024.

Horsham District residents are invited to share their views on whether the Horsham District Local Plan Regulation 19 document meets national planning tests and legal requirements.

The proposed submission, and the feedback form, can be viewed on the Council’s website.

The documents are also available to view during normal opening hours at:

* Horsham District Council Offices, Parkside, Chart Way, Horsham, RH12 1RL

* The following libraries: Billingshurst, Crawley, Henfield, Horsham, Pulborough, Southwater, Steyning, and Storrington.

John Milne, Horsham District Council Deputy Leader and Cabinet Member for Planning & Infrastructure commented:


“We are pleased to be at the Regulation 19 stage of the Horsham District Local Plan after years of hard work, and a major consultation which saw us taking into account thousands of responses, to reach this point in the process.

“For this next stage we are seeking views specifically on whether the proposed submission meets national planning tests and is legally compliant. The Proposed Submission, associated documents and completed forms will then be submitted to the Government for consideration by an independent Planning Inspector as part of a publicly held examination.”
